Fliers are always a good idea. I see them all the time in the grocery store. Put an ad in the local paper. I don’t think that costs too much. Also, advertising on the Internet is a great idea. These days people look on-line before even picking up a phone book to search for services that they might need. Put fliers out in stores. For example, if your husband is running a plumbing business, he might want to put fliers in the local hardware store.
As a self employed mortgage broker who doesn’t get paid unless I get customers - I can totally feel for you. It’s hard going out on your own - and especially if you don’t experience success right away - it’s very difficult.
One very inexpensive way to get your name out there is to write personal notes every day. Write at least five - but start out writing many more. Send them to everyone you know - and ask for their business. Ask for referrals. Eventually the cards will become more personal - but always end with asking for a referral.
It will be uncomfortable at first - but eventually you will get better at it (and stay at it - I promise it will work) - The business will start to grow - and it will be sustained because you are getting referrals. Try to make them clients for life - and you will have a lifelong business.
Also - make sure you are doing what you love. If not - QUIT - NOW - and find something you love to do. NO one was ever successful in a job they could not stand.
make fliers and put them in mail boxes all around your town. if your business will service out side your local area you should have a friend or family member do the same thing for you in their local area. you can also have business cards made (print.com or vistaprint.com for free business cards) and put them on the counters of your local stores and other business. there is also a bunch of free websites you can advertise on. try classifieds.com.

You didn’t say if it was an online business or an offline business.
If it is an online business, he needs to build credibility - and he needs to build an email list. He can do this by participating in the jv giveaways that take place regularly.
If it is an offline business, he needs to advertise. The local newspaper and trade publications are a good place to start. Flyers help. Leaving business cards wherever he goes will help as well.

It’s difficult to answer this without knowing what business he is in but I will tell you how I advertise. All very cheap or free. I make fliers to put up in post offices, libraries, grocery store, and anywhere else I find a bulletin board. I also mailed the fliers to my relatives and friends in other states for them to put up for me. I got free business cards at vistaprints on the internet, just paid shipping. Hand them out everywhere and leave some in doctors offices post offices, any where they let you. I put my ad in low cost local papers, nothing big. I do a lot of talking and tell people what I do, word of mouth does travel. I wish I could give you more, good luck with your new business.
